CARMAN'S HALL - OFF FRANCIS STREET

Late 2017: Local residents in the Liberties area of Dublin have won a legal challenge for the use of a former parish hall as a hostel for the homeless. The residents had challenged Dublin City Council's decision to open Carman's Hall on Francis Street as emergency temporary accommodation for rough sleepers.

"Arising from the Order of Mr Justice Binchy of the High Court on the 14 December 2017, Dublin City Council is undertaking a public consultation in relation to the change of use and the refurbishment of the former Parish Centre, 12-14 Carman’s Hall, Dublin 8 for the provision of homeless accommodation.

Having note of Policy QH30 and Section 16.12 above, written submissions or observations are invited from the public and should be made to the Planning Authority between Monday 22nd January 2018 to Monday 5th March 2018 (both dates inclusive).

Submissions or observations made will be taken into consideration by the Planning Authority during the preparation of a planning report and recommendations for the Assistant Chief Executive to consider and decide upon."
