Maybe it is a public art installation.

This is Henrietta Place and it suffers from a degree of anti-social behaviour and at night it can be a bit risky to walk along the street as some careless drivers use it as a rat-run travelling at speed and as you can see the street lights do get damaged as a result.

The residents have complained of a period of years about the two damaged streets lights and the City Council's response was to instal a straight pole so that the residents can gauge how much the damaged lamp-post has been shifted.

Also for some strange reason the cleaning trucks usually only one side of the street ... the side with the lamp-posts.
